While condemning China for violating the human rights of prison inmates, Lu ਀猀愀椀搀 椀琀 眀愀猀 攀焀甀愀氀氀礀 椀洀瀀漀爀琀愀渀琀 琀漀 瀀爀攀瘀攀渀琀 吀愀椀眀愀渀攀猀攀 昀爀漀洀 最漀椀渀最 琀漀 䌀栀椀渀愀 琀漀  receive illegally obtained organs. ਀㰀倀㸀䰀甀 猀愀椀搀 琀栀愀琀 猀琀愀琀椀猀琀椀挀猀 猀栀漀眀 琀栀愀琀 漀渀氀礀 ㄀㠀Ⰰ㔀　　 漀爀最愀渀 琀爀愀渀猀瀀氀愀渀琀 猀甀爀最攀爀椀攀猀 眀攀爀攀  performed in China between 1994 and 1999, but the figure jumped to 60,000 ਀戀攀琀眀攀攀渀 ㈀　　　 愀渀搀 氀愀猀琀 礀攀愀爀⸀ 

The figures further revealed that there were only 22 liver transplant centers ਀椀渀 䌀栀椀渀愀 椀渀 ㄀㤀㤀㤀Ⰰ 戀甀琀 琀栀椀猀 洀甀猀栀爀漀漀洀攀搀 琀漀 㔀　　 氀愀猀琀 礀攀愀爀⸀ 䰀椀瘀攀爀 琀爀愀渀猀瀀氀愀渀琀  surgeries also surged from 135 to 4,000 during the same period. In addition, ਀欀椀搀渀攀礀 琀爀愀渀猀瀀氀愀渀琀 猀甀爀最攀爀椀攀猀 猀漀愀爀攀搀 昀爀漀洀 ㌀Ⰰ㔀　　 椀渀 ㄀㤀㤀㤀 琀漀 ㄀　Ⰰ　　　 氀愀猀琀 礀攀愀爀⸀ 

Lu said that the dramatic increase in organ plants in China was suspicious ਀愀渀搀 眀愀爀爀愀渀琀攀搀 挀漀渀挀攀爀渀⸀ 

The problem involved three separate but related issues -- human rights, ਀栀攀愀氀琀栀 愀渀搀 瀀漀氀椀琀椀挀愀氀 椀猀猀甀攀猀Ⰰ 猀栀攀 猀愀椀搀⸀ 

Lu proposed a three-pronged approach to tackling the problem: education, ਀椀渀瘀攀猀琀椀最愀琀椀漀渀 愀渀搀 氀攀最椀猀氀愀琀椀漀渀⸀ 

First, the administration must denounce China's violation of human rights and ਀攀搀甀挀愀琀攀 瀀愀琀椀攀渀琀猀 愀渀搀 琀栀攀椀爀 昀愀洀椀氀椀攀猀 愀戀漀甀琀 琀栀攀 最爀愀瘀椀琀礀 漀昀 琀栀攀 椀猀猀甀攀⸀ 

Second, relevant government agencies must launch an investigation to discover ਀眀栀攀琀栀攀爀 愀渀礀 氀漀挀愀氀 洀攀搀椀挀愀氀 瀀攀爀猀漀渀渀攀氀 漀爀 愀最攀渀挀椀攀猀 愀爀攀 椀渀瘀漀氀瘀攀搀⸀ 

Finally, the administration must study the possibility of amending existing ਀氀愀眀猀 漀爀 攀渀愀挀琀椀渀最 渀攀眀 氀攀最椀猀氀愀琀椀漀渀Ⰰ 琀栀攀 瘀椀挀攀 瀀爀攀猀椀搀攀渀琀 猀愀椀搀⸀
